一、东营市简介
东营市是黄河三角洲的中心城市，政区面积8053平方公里，人口184万。东营市是中国第二大油田胜利油田和中国石油行业最高学府中国石油大学的所在地。
In Dongying city, where the Yellow River runs into the sea, the administrative area of 8053 square kilometers and a population of 1,840,000.The second largest oilfield of China – Shengli Oilfield and China University of Petroleum lies in Dongying.

二、东营经济技术开发区简介
东营经济技术开发区是国务院批复的国家级经济技术开发区，《黄河三角洲高效生态经济区发展规划》中的优先开发区域，东营市委、市政府确定的高端产业区。全区规划控制面积153平方公里；累计批准进区加工制造业项目529个；已投产工业企业165家，其中规模以上企业129家。2010年，全区实现工业总产值718.4亿元、地方预算内财政收入7.27亿元，进出口总额29.3亿美元。
Dongying National Economic & Technological Development Zone was approved by the State Council, where is the priority area for development in Yellow River Delta High-efficiency Eco-economic Area Develpoment Plan and the the high-end industrial area determine by the Dongying municipal government. DYETDZ planning control area of 153 square kilometers.There are 529 manufacturing projects in the area, among which 165 companies have started production and 129 are large enterprises. In 2010,the gross output value, fiscal revenue of local government and total export-import volume is RMB718.4 billion, RMB 727 million and USD 2930 million respectively.

三、地理区位
东营市位于山东半岛和辽东半岛环保的地理中心，北靠京津塘经济区，东连山东半岛城市群，东北与大连隔海相望，向西辐射广大内陆地区，是环渤海经济圈和山东半岛城市群的结合部，与朝鲜半岛、日本列岛隔海相望。
As the center of Shandong Peninsula and Liaodong Peninsula, Dongying city is the crosspoint of Jing-Jin-Tang Economic Zone to Shandong Peninsula Economic Zone, and the conjunction of Shandong Peninsula Economic Zone and Bohai Rim Economic Zone. From here you can over-look Dalian city, Korea Peninsula and Janpanese island across the sea.

四、交通
公路

东营市公路通车里程8012.6公里，公路密度每百平方公里101.1公里，居中国沿海城市之首。10条干线公路以东营黄河大桥为枢纽，与济青高速、荣乌高速相连接，是山东省“五纵连四横，一环绕山东”高等级公路网络重要组成部分。使东营与北京、天津、青岛、上海等公路主干线相贯通，2.5小时内可到达北京、天津、青岛。
Highway Dongying’s highway in use is 8012.6 KM,101.1KM per 100 square KM, ranking the forefront of China's coastal cities. With Dongying Yellow River Bridge as the main hub, there are ten trunk highways, it is connected to Jiqing Highway, Rongwu Highway, and there is the important part of Shandong high-grade highway network. The expressway in Dongying has ben connected with the main lines to Beijing, Tianjin, Qingdao, Shanghai. 2.5 hours to reach the Beijing, Tianjin, Qingdao.

铁路  

东营铁路北依朔（州）黄（骅）铁路，南接胶济铁路，西联京沪高铁，分别由黄（骅）大（家洼）、淄（博）东（营）、德（州）烟（台）等铁路连接，加速实现东营地区的海陆联运。
The local railway system is connected to Shuozhou Railway to the north, to Jiaoji Railway to the south, to Jinghu Railway to the west by Huangda Railway, Zidong Railway and Deyan Railway.

港口  

东营港是黄河三角洲高效生态经济区的中心港，是国家一类开放口岸，是距离省会济南最近的海港。两个3万吨级多用途码头已经建成，正在建设两个5千吨级、两个5万吨级码头。广利港位于东营经济技术开发区内，建设5000吨级散杂货码头。
Dongying Port, the central port of Yellow River Delta High-Efficiency Eco-Economic Zone, is a fist-class open port. It is the nearest port to Jinan.Two 30000-ton multipurpose terminals has been completed and two 5000-ton and two 50000-ton terminals are under construction.
Guangli Port is located in DYETDZ and two 5000-ton bulk cargo terminals are under construction.

机场  

东营机场位于东营经济技术开发区内，已开通北京、上海、重庆、大连等航线，完成4D机场改造后，计划开拓至深圳、海口、沈阳、哈尔滨等航线。
Dongying Airport located in DYETDZ, has filghts to Beijing, Shanghai, Chongqing, Dalian. The filghts to Shenzhen, Haikou, Shenyang, Harbin will be open after complete transformation 4D airport.
 

五、资源优势
矿产资源丰富
东营市现已探明含油面积1600多平方公里，石油地质储量48亿吨，天然气地质储量2300亿立方米。除油气资源外，东营市地下还蕴藏着极为丰富的盐卤资源，具有形成年产600万吨原盐的生产能力，发展盐及盐化工产业前景广阔。
The proved oil area of 1,600 square kilometers, geological reserves of 4.8 billion tons of oil, natural gas geological reserves of 230 billion cubic meters. Dongying is rich in bittern resources, which provides a solid foundation for development of salt industry.

土地资源丰富
东营市拥有十分丰富的土地资源，目前尚有520万亩土地待开发，加上黄河不断填海造陆，使这里成为中国东部沿海土地资源最多、绿色产业开发潜力最大的地区。
Dongying is the only region that has newly created land in China. The undeveloped land reserve area amounts to 5,200,000 mu. That makes Dongying a city having the most richest land resource and the largest potential for green industry in eastern coastal area.

海洋资源得天独厚
东营市海岸线长413公里，浅海滩涂面积达12万公顷，滩涂养殖潜力巨大；鱼虾贝类资源十分丰富，海洋生物多达517种，潮间带生物194种，素有“百雨之乡”和“东方对虾故乡”的美称，这里出产的中华毛蟹、渤海对虾、黄河口文蛤等享誉四方。
The coastline of Dongying is 413 KM, Shallow beach area of 120,000 hectares where enjoys a great potential of aquiculture. The rich marine lives 517 kinds of halobios and 194 kinds of tideland cratures bring the city a reputation of “the land of fishes” and “the land of oriental prawns”.

农业资源富饶
东营市盛产小麦、玉米、水稻、大豆及温带林果、蔬菜，是国家重要的棉花和粮食盛产基地。畜牧盛产能力空前巨大。
Dongying is rich in wheat, corn, rice, bean and temperate fruits and vegetables. Dongying is China’s major cotton and grains production base. Its livestock production is of great development.

淡水资源充沛
黄河流经东营市138公里，现有亚洲最大的平原水库——天鹅湖，一次性蓄水能力超过10亿立方米，为工农业生产和生活提供了充足的水源保障。
The part of Yellow River running through the entire city is about 138 KM. Now, the capacity of the largest plain reservoir in Asia is 1 billion m3 which secures a steady supply of fresh water for the city and agriculture.

东营市是唯一一个全境纳入黄河三角洲高效生态经济区国家战略和山东半岛蓝色经济区建设国家战略的城市，两大国家战略在此交汇，战略地位十分突出、发展前景广阔。
Dongying is the only city whose entirety is included in both Yellow River Delta High-efficiency Eco-economic Area Development Plan and the National Development Strategy of Blue Economic Zone of Shandong Peninsula. As the conjunction area of the both national strategies, Dongying enjoys a great strategic position and bright future.

汽车及零配件产业
拥有广汽吉奥汽车有限公司等汽车整车生产企业6家，汽车零配件企业60余家，打造完善汽车产业链和环渤海汽车产业集群。
Motor Vehicles and Spare Parts Industry  There are six automobile  manufacturers and More than 60 auto parts enterprises. A Spare Parts Industrial Park is under construction.

新能源产业
拥有中国光伏、伏达太阳能有限公司、山东中凯风电设备有限公司等一大批新能源类企业。在太阳能光伏产业中，我们拥有拉晶、切片、太阳能电池片组件到太阳能电站的完整产业链；风电产业中，我们拥有风电主机、风机叶片、塔筒等完成产业链条。下一步，将着力打造黄河三角洲国际新能源基地。
CNPV、FUDA Solar、ZhongKai Wind Power in DYETDZ. In the solar PV industry, we have a crystal pulling, slicing, solar cells solar power plant components to a complete industrial chain; In the wind power industry, we have a host of wind power,  wind turbine blades, tower, etc. to complete industrial chain. Next, we will strive to create a new energy base of  the International Yellow River Delta.

石油装备产业
拥有胜利高原石油装备有限公司等55家企业，涵盖石油勘探、钻采、储运各个环节，生产总值占全国1/3.
There are 55 oil equipment manufacturing companies in DYETDZ and we are Covering oil exploration, drilling, storage and transportation , the country's total GDP of the oil equipment industry 1 / 3.

新材料产业
拥有华泰集团、金岭集团等大型化工产业企业，三个离子膜烧碱项目年产量130万吨是全国最大的生产基地之一，比利时苏威等国际化工巨头已在我区投资年产18万吨双氧水等项目，还有苯胺等其他化工产品。目前，在现有企业及项目基础上，积极打造循环经济产业链条。
We have three ion-membrane caustic soda projects, total capacity of 1.3 million ton is  one of the largest production base in China. Belgium Solvay and other international chemical giant has been investing in DYETDZ. Based on the enterprises located in the zone, DYETDZ tries to built the cyclic economy chain.

电子信息产业
拥有东芯8英寸大规模集成电路项目、科达电力电子芯片项目、泰克托普电视模块等一大批高科技项目。东营经济技术开发区是“山东省电子信息产业示范园区”。
A large-scale 8-inch integrated circuits project, Keda detection line project and Techtop TV Module project are under construction. DYETDZ is among the “ Model Zone of the Electronics and Information Industry of Shandong Province” and the “ Model Base of International Service Outsourcing of Shandong Province.”

有色金属压延及深加工产业
拥有方圆铜业、天圆铜业等大型企业，区内阴极铜产能20万吨、高精铜板带3万吨、铜线杆10万吨，正在建设被列入国家有色金属产业振兴规划的方圆“氧气底吹造硫捕金新工艺示范项目”和100万吨多金属矿项目。
The production capacity of cathode copper, high-precision copper belt, copper rod is 200,000 ton, 30,000 ton and 100,000 ton. The “bottom blown oxygen matting capture gold” project of Fangyuan Group is listed in the National Non-ferrous Metal Industry Restructuring & Rejuvenation Program, and a polymetallic ore of 1 million tons is under construction.

轨道交通装备产业
引进了高速列车火车轮、高速列车制动片、铁路接触线等重点项目，规划建设动车组装备产业园。
Rail Transportation Equipment Manufacturing. We have successfully attracted many key projects of train wheel manufacturing, brake pad manufacturing and railway contact wire manufacturing, etc. we are planing on construction of MU train equipment manufacturing park.

八、优惠政策
1、在项目用地限额内，按实际土地出让金开发区纯收益部分，扣除国家规定计提的相关费用，投产运营并经考核认定后给予项目等额补助。投产运营并经考核认定后，上缴增值税、营业税中地方留成部分，三年内每年给予80%补助；上缴企业所得税中地方留成部分，五年内每年给予等额补助。投产运营后，城市基础设施配套费全额征收后给予等额补助。
2、新引进的新能源及汽车零部件制造项目，在开发区标准厂房区、汽车配件园租用厂房的，第一年免收租金，第二年减半收取；租用区内企业厂房的，第一年给予30元/平方米的补贴，第二年给予15元/平方米的补贴。
3、重点产业项目优先安排项目建设用地，优先向国家和省、市争取有关资金等扶持政策，同等条件下优先采购其产品和服务。凡享受优惠政策的企业在处置其土地使用权时，须报经有关部门批准。
4、对投资数额大，且对财源建设和经济发展有较强拉动作用的项目，可按照“一事一议”的办法给予更优惠的扶持政策。
5、开发区管委会建立项目会审制度，协助投资者集中办理有关项目建设手续，提高工作效率，确保项目顺利实施；对重大建设项目成立工作推进小组，积极帮助运作。
Preferential Policies
DYETDZ provides investments in major industries with support. With consideration of the investment scale and technology content of the project, DYETDZ will give financial support. After putting into production and confirmed by DYETDZ, the enterprise shall be granted 80% of the local portion of its paid business tax for the first three years, 100% of the local portion of its paid business income tax for the first five years and 100% of the paid urban infrastructure fee.
 The newly established renewable energy industrial projects and automobile manufacturing projects that rent warehouses built by DYETDZ in standard warehouse park or auto parts park shall get first year’s total rent and half of the second year’s rent exempted. The newly established renewable energy industrial projects and automobile manufacturing projects that rent warehouses built by the enterprises in DYETDZ shall get subsidies, i.e. 30 Yuan/㎡ for the first year and 15 Yuan/㎡ for the second year.
The major industrial projects shall have the priority of arrangement of land, financial support from state, provincial and municipal government. The products and services of the projects shall be purchased under same conditions with priority. The enterprises who enjoy the preferential policies shall get the approvement of related departments before transfering the land use right.
With regards to the projects with large investment and drive up economic growth, the support shall be given o case-by-case basis.
DYETDZ Administrative Committee has established projects joint examination system to help the investor with procedures. And large work group shall be established to help the large key projects.
